To Arnald, bishop of Albano, and Arnald, cardinal of Prisca s, pupal nuncios, and to cardinal William Testa. to exercise their powers in carrying out their mission foster peace in the realm, though they have to leave it for time, and over all persons, exempt or non-exempt.
