Notification that with the counsel of all the earls and barons and lieges present with the king at Portesmuth before his crossing into Gascony, the king has committed the rule of his realm of England to W. archbishop of York, on this condition, that so long as the king shall be without the reali the archbishop shall dispose of all the affairs of the king and the realm by the counsel of W. bishop of Carlisle, and W.deCantilupo. The king's writs as well of the king's affairs as of common right shall be made under the king's name and style, and shall be sealed with the seal which was formerly at the Exchequer, which seal shall be in the custody of Silvester de Everdon by the hand of R. bishop of Chichester (Cistr ), the chancellor.
